EU Summit and Feasibility of Stability Bonds Issuance

I received the attached pdfs (in both English and French) from my friend Paul Goldschmidt.
He is a former Director of Goldman Sachs and retired General Director of the Monetary Department of the European Commission. He is currently a monetary adviser to Herman Van Rompuy, Chairman of the Euro Commission.

As the subject is of direct relevance to the issues being discussed (and possibly decided)at the European Summit, I felt that it might prove useful to provide you with this information ahead of the final analysis by ECFIN of all the responses.
