I received the attached pdfs (in both English and French) from my friend Paul Goldschmidt.
He is a former Director of Goldman Sachs and retired General Director of the Monetary Department of the European Commission. He is currently a monetary adviser to Herman Van Rompuy, Chairman of the Euro Commission.
As the subject is of direct relevance to the issues being discussed (and possibly decided)at the European Summit, I felt that it might prove useful to provide you with this information ahead of the final analysis by ECFIN of all the responses. Please don't expect any expertise on my behalf to further discuss the topic, but some members might be competent.
